Halfani Ally Msonga – Chief Executive Officer 

Halfani Ally Msonga is a seasoned leader in waste management, recycling, and circular economy solutions with over 15 years of experience across East Africa. He has led municipal waste collection systems, plastic recycling initiatives, and sustainable resource projects, turning environmental challenges into opportunities for value creation and green growth. He holds a Bachelor’s degree in Environmental Management from the University of Dar es Salaam and has Executive Diploma in Circular Economy & Sustainability.

 

He is an active member of the Tanzania Solid Waste Association (TASWA) and the African Circular Economy Network (ACEN), and serves on the Advisory Board of the East Africa Recycling Alliance. As CEO of Dar Eco Circular, Halfani champions innovative partnerships, climate-smart solutions, and green job creation, positioning the company at the forefront of Tanzania’s transition to a circular economy and sustainable waste-to-resource systems.

Eng. Mercy Chilumba – Board Member

Eng. Mercy brings over 7 years of experience in engineering, transportation, and clean fuels, with a strong foundation in natural gas, CNG solutions, and urban energy infrastructure. She has led initiatives in natural gas vehicle (NGV) conversion, gas filling station development, virtual pipeline systems, and LNG/CNG distribution to meet Tanzania’s growing energy demands.
Mercy is passionate about the integration of biogas, anaerobic digestion, and waste-to-energy solutions into urban energy planning, enabling cities to reduce carbon emissions while expanding energy access.
As CEO of SGE Tanzania and a registered engineer with ERB Tanzania, she also serves as Director of NGAS Limited and works with the Africa Gas Technology Company. Her leadership bridges technical innovation, commercial structuring, and public–private partnership delivery.

Peter Chemuigut – Board Chair

With over 15 years of cross-sector experience in infrastructure, finance, and agriculture, Peter provides strategic oversight for Dar Eco Circular’s growth and investor relations. He has served as a senior banking executive and development finance director, with deep expertise in structuring large-scale infrastructure PPPs in Africa.

Peter’s focus is on mobilizing climate-aligned investment into Tanzania’s waste-to-energy and circular economy sectors, linking waste management projects with agricultural productivity through the use of high-quality biosolids from anaerobic digestion. His leadership ensures the project delivers on both commercial viability and social impact.

Joe DeSivrat – Board Member

Joe is a senior capital asset manager with over 30 years of experience in emerging and frontier markets, guiding projects from early investment through to operational maturity. He has extensive knowledge in renewable energy, waste-to-energy plant financing, and industrial park development.

Joe has led restructuring and scaling strategies for multinational infrastructure projects, ensuring bankability, investor confidence, and long-term operational success. His expertise is pivotal in aligning Dar Eco Circular with global best practices in WtE financing and PPP governance.

Mr. Heri Mchunga – Board Member

A seasoned business leader with over 20 years of experience in the LNG and natural gas sectors, Heri has a proven track record in liquefaction, storage, transport, and regasification technologies. As CEO of NGAS Tanzania Ltd, he has spearheaded cross-border energy projects and integrated biogas and WtE technologies into industrial energy solutions.

Heri also chairs the Cotton Development Trust Fund (CDTF) and serves as Vice Chairman of the National Council of Tanzania Farmers Association, reinforcing his commitment to linking waste valorization with agricultural transformation.

Daniel Gudere – Board Member

Daniel is an environmental entrepreneur and circular economy advocate with over 25 years in sustainable solutions across Norway, Africa, and Asia. He founded the Global Environment Friends Commercial (GEFCO AS) and has delivered environmental and climate mitigation synergies between Africa and Europe.

He specializes in community-led waste management programs, public engagement strategies, and international donor coordination for large-scale environmental projects. Daniel’s work ensures that Dar Eco Circular maintains deep stakeholder engagement, local participation, and strong environmental compliance from planning to operations.
