The Dar es Salaam Integrated Waste Facility (IWF) is a flagship public-private partnership that will turn one of East Africa’s biggest urban challenges into a world-class example of the circular economy in action.
Designed for Tanzania’s commercial capital, the IWF will:
Eliminate open dumping across Dar es Salaam
Process over 4,600 tonnes of municipal solid waste (MSW) daily
Generate up to 50 MW of renewable power and industrial fuel
Recover valuable recyclables and organic fertiliser
Create over 10,000 direct and indirect jobs
Dramatically cut greenhouse gas emissions

Who We Are
Dar Eco Circular Ltd is the project proponent and Special Purpose Vehicle (SPV) established to deliver the IWF. The company is the result of a strategic joint venture between:
Viability Gap Plc (Kenya) – Bankable infrastructure project developers
N-Gas Ltd (Tanzania) – Local energy, gas infrastructure, and logistics experts
GEFCO Invest (Norway) – Nordic leaders in clean-tech and sustainable project delivery
This unique alliance brings international engineering excellence together with local operational know-how and deep market knowledge.
Public-Private Partnership Structure
The IWF is being developed in partnership with:
Dar es Salaam Local Government Authority (DLGA)
The five Municipal Councils of Temeke, Kinondoni, Ilala, Ubungo, and Kigamboni
Under the Public Private Partnership Act, Cap 103 R.E. 2018, this collaboration aligns with Tanzania’s National Environmental Policy (2021) and National Solid Waste Management Strategy (NSWMS). It is designed to directly contribute to:

Our Role in the Circular Economy
We are building Tanzania’s first large-scale, integrated circular economy hub, combining:
Advanced Waste Processing – German-engineered mechanical-biological treatment and anaerobic digestion
Energy from Waste – Electricity, heat, and renewable fuels for industrial use
Eco-Industrial Park Development – A 1,000-acre site in Kigamboni SEZ for recycling, manufacturing, and green SMEs
Fertiliser Production – Turning organic waste into high-quality compost and biofertiliser
Community Engagement – Waste segregation campaigns, livelihood programmes for youth and waste pickers, and environmental education
Commitments of the Public Partners
Under the Local Government (Urban Authorities) Act, DLGA and the Municipal Councils will:
Provide municipal land for the facility, transfer stations, and the eco-industrial park
Facilitate permitting and regulatory approvals
Guarantee a steady waste supply through improved collection systems
Promote household and business-level waste segregation
Participate in governance and oversight under the PPP framework

Dar Eco Circular Ltd and its shareholders will:
Mobilise blended finance from equity, debt, climate funds, and DFIs
Deliver turnkey EPC solutions — from engineering to commissioning
Operate and maintain the facility under performance-based contracts
